They do seem to affect you, even if you turn away, which basically means you're blinded, even if you're not even looking at the thing. It just has to go off near you.
And no, no sounds with throwing it. Actually, there aren't any sounds with it at all. The thing just sort of silently explodes, and if you're too far away to be blinded, you don't even know anything went off. No sound, no effects, very cheaply done.
