Many commanders also don't realize that you can't spot enemy just after the scan, while it still has the red dot over it. I mean, you spot it, but it doesn't show up on the minimap. You have to wait for red dot to disappear, then spot it.
I'm fairly certain that that is inaccurate. You can spot during/after the scan, I've done it and had it work. It makes them stay on the radar longer. I could be wrong though.

Also, there was a rumor that you got points as a commander for everyone you spotted that your team killed. I think this has a lot to do with excessive radio traffic.

I've got about 32 hours commanding and I'm a bit of a nut. A red blip will not turn into a solid red dot for all to see until 2-3 seconds after the fuzzy blip is gone. An exception would be if the blip was a jeep or vehicle and the person exited becoming a fresh target w/o fuzzy red over then [the empty vehicle will still be fuzzy / This is my reason for full zoom and manual spots.] A second exception would be new spawns on a spawn point or a squad leader, if they show up spawn after the radar scan then they can be lit immediately. I excessively spot w/in the perameters posted above but only to light up the target, not for the audible so when they're red, I'm done with that target until needed to be re-lit.

I manual spot where you literally have the pointer on the person at full zoom and am 99% sure of this but will test tonight excessively.

I believe a lot of commanders spot a general area where blips roughly are versus zooming actual targets. With this method the game is pretty liberal & you will get a lucky spot now and then, often no where near where your pointer was.

I bet that some of the new targets [vehicle exit above - and fresh spawns after radar scan on spawn or on a remote squad leader] will give a success result that would make one believe new spots are possible with red fuzz +3 seconds.

If you see a fresh target on a zoom w/o red fuzz then spot away because they will light up right away. There also is the odd chance that someone else lit him up on the ground even if they were red fuzz in your window.
