I wasn't sure to put 1-3 between 2 and 3 or 1-2 between 2 and 3...

The menu would morph bases on the number of C4 deployed:

• 1 C4 Deployed = No menu at all (works like it does today)
• 2 C4 Deployed = [Destroy All] + [Cancel] + [1] + [2] + [1-2]
• 3 C4 Deployed = [Destroy All] + [Cancel] + [1] + [2] + [1-2] + [3]
• 4 C4 Deployed = [Destroy All] + [Cancel] + [1] + [2] + [1-2] + [3] + [4] + [1-3]

I'm not sure if the menu can be dynamically created though.
