Deus I appreciate that you are trying to help but you need to relax a little. You make a longwinded and somewhat confusing post and then yell at people who dont understand.

GOod THread
as a side note: having the UAV is fun to spot teh enemy, but also work on being observant, smart and quiet when possible; u can hear the enemy, you can even hear someone draw a knife behind you; always be aware of your surroundings on the playing field. being dependant on UAV and supplies instead of your teammate assets/communication will leave you vulnerable when the commander assets do end up getting destroyed and its at that point where you may end up losing the round because of that dependancy. If you get used to not depending on UAV, you will already have an edge on the oppostition; once you have the UAV up (and are not careless thinking that they don't know you are coming for them) you will be twice as dangerous to play against. Know the enemy and know your surroundings. Look at the minimap. Spot infantry, tanks, APC, heli etc as a footsoldier so that if u die there is a better chance another teammate will take them out. If this is applied comments suchas "why the F*** won't you die!!" will be commonplace against you hehe
Back to the true topic.

Thx for the replies. I will try to relax :)
I understand it is confusing. But its a complex issue and reason that it is confusing is because its complex. I could just state the facts but then some people would argue why so I thought it would be better to explain why. Anyway if you dont understand it is probably beyond your level. If you get some parts of it try to read again. No matter if you want to get the ribbon or not understanding the underlying mechanics of the game will make you a better player.
To state it a final time. 99% of my time as commander I do everything I can to help my teammates and because I know all this I will make the right calls for your score and fun!

I disagree with you on your choice not to use artillary.. I use it every chance I get, it's not about points, its about making the other side lose tickets...
How many times are you on a map where the tickets come down to within 20-40 points ? if you would of been using artillary the whole round you could easily have taken 10-20 of their tickets. Especially if you want the win and that 2x bonus.Comment

My Theory:
firstly look at its description. its written right there.
"Awarded to recognize acheivements which, through their dedication and gallantry, have set the individual apart and above other commanders"
words like dedication - could it be that you need to have a higher commander score than teamwork score?. or you need to be in the top 100 commanders?, or maybe you need 75 hours not 50. both people i've seen who have the war college ribbon have over 75 hours.
Comparisons
the requirements for veteran command badge are
15,000 commander points
33 minutes as commander in one game.
Command Proficiency (total commander score): Skilled
Command Qualification (time as commander in one game): Outstanding.
now, Commander Proficiency for the w.c ribbon is Good, and the Qualification Outstanding. so we know that the Qualification (total time in one round) is the same for both the veteran badge and the ribbon, (33 minutes in one round) and the proficiency (total commander score) for the ribbon is less than the vet badge (15,000) (global commander score - could be 10,000)
ok. so we know that you need 33+ minutes in one round, and at least 10,000 to 13,000 global points.
now. have a look at the staff officer ribbon.
Command Rating: Satisfactory. this is the commander score in one round which for the staff officer ribbon you need 50. outstanding is 3 levels higher than satisfactory so im guessing youl'll need 75+ if not 100+ (excluding the 2x bonus). put it all together and you have
Commander Proficiency: (10,000 - 13,000)
Commander Rating: (~75 -100+ in one game)
Commander Qualification: (33+ minutes in one round)
I believe 50 global commander hours is not part of the criteria nor is the kill to death ratio of 3. all we need now is for someone to test itComment

That sounds like you put alot of thought into that but I gotta say I got mine spotting enemy's and granting requests. No clue if arty has anything to do with it but I TKed a few people with them punishing me. Don't remember what map it was but I'm pretty sure it was Strike at karkland or whatever it is.
My bad someone from another thread sent me into the wrong argument.

I dont think this theory of Deus's is that fantastic. By starving or averting your resources as commander you are taking away what could have been given to the team (which many have pointed out). Also you are causing yourself to be an odd man out and depending on how good your own team is to get your points. The points that could have been derived by supply drops and uav and art are now not used.
If I saw a commander playing like that for 10 minutes i would mutiny him.Comment

Sweet! Will try this tomorrow because I'm dying for my Commander awards
BTW, to everyone who's flaming Deus for being a lame Commander:
(This is not how to be a good commander and not a tutorial to get a good score per time unit this section is all about getting a good score in ONE round)Comment
