"What kind of sniper passes up a bobbing target?"
The kind of sniper that knows he has no chance in hell of hitting an erratically-moving target in a situation that guarantees his eyes are not what "the world" sees. A support gunner sure as hell wouldn't pass up the opportunity, though.
...Then of course the Support guy gets defeated the moment the enemy realizes he has a support gun, and just dives prone, unafraid to take his time sharpshooting against the terribly inaccurate machinegun.

Call of Duty fixed this problem almost entirely: they slowed down the character after every jump in increasing value with excessive jumps, as well as disabled going prone while in the air ("Dolphin Diving"). In four jumps, the character moved no more than a half-foot off the ground.
The only problem is that the player could go prone the very moment they hit the ground (with a keypress any time while in the air, so performing it was easy), and in somewhat common circumstances (being hit and going prone while in the air in near-sucession), the character would slide a great distance at high speeds ("Skimming", like a dolphin in shallow water).

From the way BF2 works, the CoD fix probably wouldn't work too well, so the most simple fix could be to disallow jumping when stamina is low, just like with dashing, and disabling prone while in the air. Jumping takes four bars from stamina with each jump; after about five jumps, stamina would be in the red.
Although four bars get back pretty fast, so perhaps making the red eight-twelve bars or recharging stamina more slowly would also stop slightly less frequent excessive jumping.

i dont think its a cheat, its lame, but look at the REAL side of things(i know its a game) could a support soldier with 50 pounds of gear(inumum) jump more than once? if that?, even a specops, lets say, m4 rifle and 5 blocks(im guessin 10pounds , since teh explosion is allittle pansy) thats about the same as a guy with a SAW and 5 ammo boxes, come on, i think EA should make jumpin take at least half teh stamina bar, and gettin up should take allittle longer, which could make diving allittle easier to counterComment

Cheating? No. Amateur? Absolutely. Maybe it's a phase you'll grow out of?
Shooting a hopper is about as hard as any other moving target, except they look like nerds before they die. I get a kick out of players who are hopping and trying to shoot me. Just relax, pull the trigger, and rabbit is being served.
I wouldn't stress about them, but I prefer my games a little more realistic. But if someone wants to hop, whatever. I won't, only jump if I have a purpose (throwing something, or getting over an obstacle).
