I suppose you're about on the right mindset. The unlocks are designed to allow a player to specialise how they play in a certain class better, which may seem better if they prefer to play in that fashion. But in the grand scheme of things, it's the user that's better rather than the weapon itself.
If you're the type of Recon who commonly comes across motion mines, moves around a lot, and usually can't get head shots, you'll probably prefer the Zeller. If you tend to take out people in one shot to the head, and like to stay in a similar location (no flash, boom, and tracer means you stay hidden for longer), the defaults are probably more enjoyable.
Support is probably the best example, with one unlock being a machine gun that's superb over long ranges, and the other being a shotgun that's almost useless beyond close ranges. You can't get much more different.
