I see a couple of problems with the commander position really.
One of them is the no-fighting-rule, another one is VOIP.
Practically no one ever uses VOIP, let alone commanders. I've found this to be crucial to playing/commanding well. I tend to get together with some friends, and join online servers from our LAN.
I usually command whenever we do that, everyone else in the room squads up. This way, I get the commander assets, I can help the rest of the team, but I can directly talk to one of the squads.
Guess what: we win pretty much every round by a large margin, and our squad is ALWAYS top squad.
The simple, yet often overlooked reason for this is that the ingame commander orders are VERY limited to say the least. There's no order chaining, you can't really relay a lot of the info you have to squads effectively, etc...
This results in decent-good commanders often giving orders that may not make sense to the squads they are issued to, but DO make sense when you can see what the commander sees. Attitudes like Fingulfin's here are a common way to handle that: "If I can't see it, it's not happening"
A very selfish attitude if you ask me.
His example: "Move to the middle of nowhere" might not be a very logical step when you want to cap as many flags as possible, but there's a good chance the commander gives that order to get you out of the way of two large squads supported by tanks coming your way, or to guide you around the enemy instead of into them.
For instance, when I see a squad going for our back flags, I tell my friends what's happening and ask them to go intercept them. All the while, they can ask me to keep things steady at whatever flag they were attacking at that moment by using arty or sending other squads over there.
Also, a commander is the ideal 'sneaking' unit because when you use scan/UAV well, you can see everything. We often have our squad taking over one 'tough' flag with my support, and me taking over a more distant flag on my own at the same time because everyone's distracted by our squad.
I'll agree there are mediocre commanders to say the least, but that goes for every other discipline in every game ever made as well. Serial-ignoring commander orders because you just assume that you know better than someone who has bloody satellite scan powers is very ignorant.

. So allot of the times if you do what i tell you i will give you annything you need, Everywhere. And anny time..
