Even if we disdain the different "aids", this part is not written in stone.
IMHO the game favours automatic weapons far to much.

Having to lead unreasonable ammounts favour the automatic weapon users, who will just "walk" their fire into the target. I see this very often in killcam.

Headshots are where the semis should excel, but like The_Eliminator says, it seems quite random to me. I have stood behind unaware enemy's and fired aimed shots at their head at nearly point blank range without getting a headshot.

Some may ask why I use the semis if they suck so much, and the answer is that I simply prefer the slow style of play with carefully aimed shots.
But COD has few situation for long range marksmanship, and many where the enemy just appears in front of you.

The default position of the community is "Don't change the game", but since we seem to get a lot of threads complaining about the possible max ROF of the semi-autos, here is what I would like to happen:

    Either
    A) Increase the recoil of the full autos, forcing their users to use burst-fire at range. If the autos rule at CQB, the Semis should rule at range.
    B) Fix the ROF of the semis to the max allowable, and stop worrying about how it is achieved. I personally find it stupid that "how fast can you click" should be a factor when encountering an enemy.. To make it perfect they should make the semi-auto rifles selective fire or full auto. A lower ROF and higher recoil should be their disadvantage.

wenZECA the thing your missing though is that that gun is already arguably the most accurate non-sniper

also if you pressed single fire 3 times quickly while scoped you would see the same pattern. the script i have tested from the site, does not increase the speed.

      Therefore you are getting:

the same power shots at the same speed in the same location as you would with normal single shot.

      generally:

In conclusion however, if mouse wheeling was taken out then this should go, However you cannot justify mouse wheeling and bash a script or vice versa

Not to mention the fact that people go straight from zero to five miles per hour instantly and can change direction on a dime... if movement was similar to Red Orchestra, in which there's a "slow down" and "pick up" time for speed of movement changes, I wouldn't b|tch and moan about singlefire weapons. As it stands with people moving around so erratically, I either stick to autos and completely forget about one class of weapons, or I take the macro/script and utilize them in a limited fashion.

        Tough choice. /sarcasm

Strip away everything that's been said and you're left with the above quote, which is quite possibly the most important thing someone who's debating whether to use it should consider. It's up to the player to decide whether that's unethical or not. Personally, I have no opinion on it though.

Thats certainly a way of viewing it, it improves the semis for the slow.
But I would like to hear comments on this:
              1. All semis has a ROF almost twice that of the autos. Some people claim that they can outclick the mousewheel and get the max ROF. Fair/Unfair/Bad design?
              2. Mapping standard ingame controls allows slower clickers to use the semis as well as the fast clickers. Fair/Unfair/Bad design?
              3. A thirdparty app allow the use of the max ROF with one click of a button. Fair/Unfair/Hack?

Now I will claim that if you think 1 is unfair/bad design then you should blame the game design and simply say that the semis are overpowered. They are not the only ones
If you think 1 is fair then its a bit of a stretch to say that 2 is unfair, since it still relies on rapid movement of a mouse control, although easier.

Personally I do not think there is anything wrong with using the mousewheel, but I have decided to not use it for now since it is so hotly debated.

Since theres virtually no ROF cap, the developers intended the semis to be utilised to its maximum potential (surpassing full auto rifles) on a skill basis. At least so it appears. So when you circumvent that skill input by making it easier, or simplier to reach the ROF cap and gain an advantage over FA rifles, youre playing the way developers did not intend the game to be played. So cheating or not, youre cheating the system and thus youre exploiting it.

That's assuming they're reaching the ROF cap. I personally set the limit of mine to 4 shots per second: it's good enough for use in CQC and controllable enough for medium/long range. Not everyone's looking to exploit the game.

That is like saying that clicking the mouse button is a skill, but rolling the mouse wheel is not.
If exceeding a certain ROF is an exploit then it must hold true however you do it.

I don't think they "intended" anything with the high ROF on pistols, semi rifles etc. Its more likely that they just didn't set any ROF and let it stay at a (high) default.

I have been unable to find any statement form the developer regarding this, in fact they seem to have even less presence on the web than DICE/EA

How did the old COD handle this? Weapons like the Garand and the sidearms must have been semi too.

Hmm, and you are, that was a clever phrase ay?

I am gonna re-iterate this. Using a script to help you play the game is wrong, using something that makes you fire, which is exactly what these scripts are, is wrong. You are telling the script to fire 4 times for you, what, can't you fire those 4 times yourselves?

This makes me think, why do you use these scripts, I rarely encounter anyone using them, and when I come across someone using it is just snipe them. So, REALLY, why do you guys use it? Sloi for example, you say you use it in a 4 shot per second burst, why don't you just try actually pressing the button 4 times, seems to do the job for me...

And I have heard many people saying that the G3's and the M14's are underpowered and should have burst fire on it. Maybe you guys aren't built for the gun, these two guns are extremely good, I whizzed passed the challenges for them, maybe you just need to adjust to the weapon, give it a chance. When a challenge comes up, you gotta try and hurdle it, not just go around it.

Gonna say again, am I a lone ranger on this, or am I all alone?

Well, I found a bit of info on the infinity wards forums:
It was intentionally programmed in by the developers. I talked to fourzerotwo directly about it. He said they made it possible on purpose. However, they were looking into it to see if it caused an advantage, if it does then they will take it out.

And it does cause an advantage. Those are semi-auto weapons and have higher bullet damage with one shot compared to the auto weapons. You being able to shoot the same speed as one of the auto weapons provides a clear advantage.

[Mod Edit - We're discussing now. We made FIRE able to bind to wheel scroll and added kickback / recoil to compensate. We'll re-evaluate based on the feedback. Thanks.]

The last quote states that mousewheel feature is intended, and that they are evaluating it and will fix it if they become convinced it is a problem.
So the mousewheel is not a bug and not an exploit. The quote is a month old, I don't know if that was before 1.4 was released?

Buuuut you cannot maintain such an accurate burst while scrolling or tapping 3 times. This is just point, click, 3 accurate shots.
