He wrote "increased accuracy penalty", not "increased accuracy".

I read it as an 'increased accuracy' penalty, increased accuracy being the 'name' for the penalty. Rather than a decreased accuracy penalty, which makes more sense to me. Even now, that's still how I read it...

Yea, i don't think dual wielding is a great idea, again its just an idea that risks ruining the game.
