Only to defend themselves. That's it.
In my experience, I can't be the 100% attentive commander when I'm busy running around, trying to cap flags, and work in the field. And I defy any player who claims they are.
When there are ONE MAN ENEMY caps of our flags, it is the commander's fault, for not spotting the intruder - because they're too lazy or preoccupied to use SCAN when it comes up.
As commander, I'm usually in the Commander screen the whole round, the only time I exit is to defend myself when need be.
The only problem is, the enemy has taken Factory or Gatehouse, because your lack of SCAN didn't pick up the lone guy working his way to your back bases. You fail.

Size of the map and # of players does change to role of commander considerably. So don't assume I'm that stupid to sit and rant about every situation or every game.
