you dont have to...i think its the quickest way to get the badge though. 16 man map on Kubra Dam can be a good snipe fest if you looking for pure ways to do it
I'd recommend Mashtuur, Karkand or Wake. If you have EF, Great Wall is an awesome sniper map, just join/create a squad with a medic, and try to stay on the wall :)
In case you don't have the L96 sniper unlock, I'd recommend the Chinese sniper rifle (Type 88) because of its thin-lined scope. Otherwise, go with the M24.
I admire him for wanting to go about it in the right manner! kudos to you mate! I got mine on Dragon Valley actually, i am quite a fan of that map.

Anyways... Ofcourse you should get the badge using sniper rifle. Thats what skilled people do. If you get desperate thought... Do what all desperate people do: Go Karkand. One of the roofs south east of the 'hotel' flag is quite a good spot on a 64 server. But its not much fun. Again, only go Karkand if youre desperate.
If you have a M95, go to dragon valley as china, spawn on the "Market Place" I think it is (Where the Z-8 spawns) get in it, and fly to the woods opposive to the carrier, bail out and hide in there, now just wait until some happy joe gets into a F-35B or AH-1Z and deny him his precense inside it :)
Wake Island is surely the best map for sniping on... Lots of long grass to hide in, plenty of infantry around, and limited avenues of approach due to the relatively narrow width of the island. Get yourself there and have a ball.
The exact spot depends on who has what flags. Sniping across the bridge between North Base and North Village is good if the bridge has been destroyed - especially if you're US and North Village is China's last flag. If your team has airfield and the enemy has Beach, up near the radar looking down onto the beach flag is good. Beach flag towards South Village is also good (but watch out for the tank that spawns at South Village).
If you're not on Wake... Karkand, when the US has taken all of the west side of the city and the MEC are pushed back to the Gatehouse, great sniper duels happen across the bridge there. Especially if the bridge is destroyed and the ford is AT-mined as that forces infantry to take to the water - easy pickings.
