Volition and THQ have just formerly announced that Saints Row 3 will arrive this Fall for all major platforms!
Brian Farrell, CEO of THQ had this to say about the upcoming release.
There will also be Saints Row: Drive-By, a 3DS and Xbox Live title that will unlock items in Saints Row 3.

"In the fall, we plan to launch the latest installment of our Saints Row franchise, which we view as a significant growth driver in fiscal 2012," he stated.
