Originally slated for release on November 3, 2009 the release date for BioShock 2 has been pushed back to an unspecified date in the 2010 fiscal year for Take-Two.
While the fiscal year technically begins on November 1 for the company, the announcement certainly signifies that the game will not see the light of day until much later than anticipated.
Right now, a more solid release date is not yet known or set.

"We concluded that moving the release of BioShock 2 into fiscal year 2010 was the right decision for the product," said Take-Two chairman Strauss Zelnick. "We believe the result will be a more compelling consumer experience and a better performing product in the marketplace."
