In an email shot off to Rock, Paper, Shotgun, Valve's Robin Walker admits that the new unlock system is not working as they had originally intended. With some players not receiving any unlocks after hours of gameplay and others receiving the same unlock multiple times, it's clear that something is broken.
With Valve knowing full well that something is amiss, it should be expected that we will see a patch for this soon. Exactly when a patch will be released is anybody's guess right now.
However, it is interesting to find out that the hats are current, rare unlockables, not just models waiting to be revealed at a later date.
"As in everything else we do, we want to iterate, so this is really the first step towards our desired implementation. We also think we have bugs in the system as well, since we’re seeing some players not finding any items after a few hours of play, which is not at all how it’s tuned. We want unlockable drops to be a pretty regular occurrence for players, with the cosmetic hats being the rare finds."
