It seems as though the latest update to Norton Anti-virus, and other Symantec based anti-virus programs, has led to some users not being able to play Counter-Strike: Source. Don't panic though, there's no trojan or virus within Steam or Counter-Strike. Instead this is a result of the anti-virus program falsely reporting a problem where there is none.
Valve has contacted Symantec and a resolution should be rolled out by Symantec within a few days. Until an update is released, a temp solution is to disable Norton when you wish to play.
I would personally suggest ditching Symantec products completely and using another anti-virus. However, I may be a bit jaded after a couple of horrible experiences with the company's products.
