WON was simplistic - it just about did the job it had to do, and that was it. It had nothing amazingly wrong with it but at the same time, there was nothing great about it either. Steam, on the other hand, while it still has some bugs and can admittedly cause older computers to slow down somewhat, you get the nice auto-updating-thingy, you get the latest versions of the best games (I just can't imagine playing CS with the old Aztec or without the FAMAS now), and hey, more people use it anyway.
