to answer your question it says that until the game starts...so just go in around 9:30 (though the matches usually start a lil late) also just so you know the hltv will be a few minutes behind the real match so no one can cheat and give info to the teams as they are playing the rounds.

You might wanna get into the HLTV around 9:20 actually because this thing is bound to fill up fast.
