CAL is allowing the shield with the hopes that all of the current bugs will be fixed by next season. If it turns out that the current bugs are not fixed, and are actually detrimental to the gameplay - allowing the shield will change.
CAL just has a policy of supporting VALVe, in the hopes that it will encourage them to get the bugs fixed.
Thirdly, CAL would never disallow any weapon or item in counter-strike unless there were bugs attributed with them. If it is part of what the aim of the game is, then it is part of the league.
The shield is just going to force people to develop new strategies -putting back some life into CS. However, if it turns out the shield is utter crap... then most people will probably not use it. It will become a "joke" item as are the elites, and only the playthings of public servers.
