1. the game was already purchased (ie: they get money)

and

2. that would make the customer go and buy another copy (ie: more money)

There's been one reported false positive in the history of vac and it was resolved in a matter of minutes.

Yes, they can be run together. Although, I really wouldn't bother with HLGuard, but that's just my opinion.

when i said "they probably have similar cheat detections" i did not mean they would interfere with each other, i meant that it might be a waste to have both running since they probably detect mostly the same cheats anyway.

because VAC is updating and HLguard is not i turned HLguard off. the fewer mods i have running the better my server performs. i wonder if the meta-mod hitbox problem ever got fixed?
