OGC, the infamous CS cheat that basically hacks every single thing in the game, has ceased public development for CS 1.3. They are "tired of fixing anti-cheats." The bad news is that the 'complete' source code has been released. This means that if the OGC hackers don't update it, someone else will.
Either way, this is a major victory in a so-called unwinnable war against cheats. Cheating-Death is largely responsible for this temporary victory. The sad news is that CS 1.4 is getting close to release and it's lose-lose for C-D. Either Valve's anti-cheat code works and C-D is no longer needed, or it fails and the C-D team will have to work under further limitations due to Valve's code.
