I just read a very informative interview with XMOD's Masterx over at www.planethalflife.com (the use of "{}" designates my own comments):
"There are very few visual changes in the new CS 1.4 . Mainly the spectator code has been changed/modified, a new accuracy code has been implemented on several weapons and bunny hopping has been eliminated. In addition to that Valve has supposedly added in new anti-cheating preventions to hinder any future cheating. So far whatever they have done seems to be working. Also one new map is included {not sure why he didn't mention that it's de_chataeu}.
Pros:
Bunny Hopping Eliminated.
New Spectator Code. {same as HLTV}
New Accuracy Code. {recoil, etc.}
Anti Cheating Code.
New Map(s) {Chataeu is the only one I know of}
Cons:
Various Weapon Tweaking Needed (ex. Para is extremely accurate now {as is the commando and aug}).
Hand models seem a bit wierd [Smaller] in reload animations (ex. mp5 animation).
Anti Cheating Code still yet to be proven effective.
Overall CS 1.4 Upgrade Rating:
9 - It's still unknown how the new cheating preventions will hold up against the new breed of CS cheating newbs. Other than that CS 1.4 is looking very solid. The accuracy code for the weapons can be easily tweaked so that shouldn't be an issue. The new spectator code allows you to specate a player in first person. This also should help with determining whose cheating and whose not {yes and no, some of us have seen x3|-Miller with a deagle and it sure as hell can look like an aimbot :-)}. Overall it's an improvement over the current 1.3 CS {no duh}."
