Counter-Strike.net has been updated with a few tidbits. Apparently, Gooseman and cliffe are currently in Kirkland, helping out Valve with CS 1.4.

Gooseman and I are out here at Valve working with Eric Smith and company on 1.4, among other things. Macman and Ido have a new map coming and we're currently testing a way to thwart bunnyhoppers. No date is set for 1.4, but one of the more exciting aspects of it will be Valve's new anti-cheating initiative -- which is scheduled to come out around the same time.I asked cliffe about the bunnyhopping. He said that his statement was concerning the type of bunnyhopping that means you jump over and over, not the one that increased your speed (that was fixed in 1.3). Looks like Valve and the CS team are continuing to balance the game, which is a great sign.
