The reason you have to download the game every fucking time is so that in /BETA (yes, Beta, this is not the final fucking release)/ they can update things quickly. In the /FINAL (Thats the one when everyone is finished and bug free)/ version it wont have to do it.

Actually, I don't think all of this is entirely "out of the goodness" of Valve's hearts. You think it's not in their best interests to keep the most popular online video game... well... popular?
