VAC2 beta can now be activated, that's probably why there is a dip in server bandwith. I've heard the vac2 servers are strugling (figures :))

No, it can't.



Only a select few servers have it enabled and it's through the use of a special command line.

While that was in bad taste, considering the audience is a bunch of people who play violent video games, you'd kind of expect people to be desensitized to fictional images, whether they're low quality CG like in CS or higher quality in the Texas Chainsaw Massacre.
