The Teenage Mutant Ninja Turtles (TMNT) will be added to Injustice 2 as part of the upcoming Fighter Pack #3. This pack includes all four Turtles plus DC characters The Atom and Enchantress.
Of course, these additional characters are also a part of the Ultimate Edition of Injustice 2 and the Ultimate Pack. The characters can be purchased separately at a later date. The PC release of Injustice 2 is slated to arrive on November 14. I'm not exactly sure when this Fighter Pack is getting released but I'm guessing it's coming soon.
