I hadn't realized it, but apparently Sniper Ghost Warrior 3 was being sold as a full priced title that included the DLC in that price? Apparently the fans weren't too happy about this, which is why CI Games announced today that a stand-alone version without the DLC can now be purchased through Steam.
This stand-alone version will go for $29.99 (USD). It will include all of the patches but none of the added DLC. If you purchase this cheaper version of the game and end up wanting the DLC later, you can purchase the season pass separately for $19.99.

After listening closely to invaluable player feedback, CI Games has prepared a stand-alone version of the game without the season pass and with all of the patches and updates the game has gotten since launch for players who have yet to jump into the world of Jon North. The Sniper Ghost Warrior 3 stand-alone version and the separate season pass is available on Steam beginning July 12, 2017.
