John Guthrie is an actual person that does actually work for Valve. He was a level designer on both the original Half-Life and for Half-Life 2. As to whether or not he actually said anything of this sort is certainly up to debate.
I have an email in to Valve to perhaps get some sort of an official response on this. I'm going to take a wild guess here and say that this entire thing was fabricated. But hey, a new Half-Life 3 rumor! It just wouldn't be the same if our main page didn't have some sort of a HL3 rumor after the latest TGN rebirth.
