It looks like it can be applied to anything in their store that is valued at $10 or more, which also happens to include Microsoft Points and probably a pre-order for the Xbox One. Though I would have to imagine that getting Microsoft Points now if you're dead set on getting an Xbox One would be silly since arcade games won't make the transition to the new platform (so I hear).
