Beginning this April, Xbox Live Rewards members will get to utilize "MyPunchcard." This is a new way for members to be rewarded for "doing what you love."
Essentially, each month there will be certain acts that you can work towards that will let you obtain some small rewards should you complete the goals. The first goals are all geared towards Xbox Live Arcade titles.
The one where you need to purchase arcade titles applies to any arcade title, not just ones released in April. Microsoft appears to be trying really hard to get in line with the incentives granted with PlayStation Plus subscriptions, but they're still falling well short of the mark. Come one, at least make them lifetime "cards" and not just limited to these monthly deals.
