Despite being years after the fact, it seems as though Rockstar still needs to clear the air on the influence 9/11 had on the release of Grand Theft Auto III. The company takes the time to answer lingering concerns over the game and how much content was allegedly cut due to 9/11.
It turns out that despite the rumors, the finished product is only "about 1% different" from its pre-9/11 state.
Now, many are probably wondering about the Dodo and its clipped wings. Well, it turns out that "the Dodo was never meant to be flown very much at all, and it certainly wasn't grounded as a result of 9/11."
Other rumors addressed hit upon the Ghost Town, which was merely a separate area meant for the game's opening bank heist. Multiplayer was an idea that the team had "played around with" but the team never got very far with it.

We removed only one mission that referenced terrorists and changed a few other cosmetic details – car details, a couple of ped comments, lines of radio dialogue etc – the game came out a very short time later. The biggest change was the US packaging which remixed the previous packaging into what became our signature style – because the previous packaging (which was released as the cover of the game in Europe) was, we felt, too raw after 9/11.
