According to an FAQ set up by Activision's "One of Swords" the beta for Call of Duty Elite begins today to a very small number of individuals.

The official start date is July 14, 2011. That is when the first wave of invites will go out. Later waves of invites will go out…later.

To begin, they are adding people into the beta based on the order in which you signed up. First come, first served so to speak. They will be letting in "as many as possible" into the beta, but that is no guarantee that all 2 million+ will be admitted into this beta.
