I do want to point out one thing though, Frontlines Fuel of War for the Xbox360 has 64 player servers. So it is possible, and it works quite well.

I thought I had read somewhere about the higher player numbers on console for FFoW as well, but I also think that's because instead of a single user being a host, they had dedicated servers set up, similar to what we do with PC's.

So while it's technically possible by going that route, it's very expensive for the developer/publisher to run those servers, so it's unlikely to happen very often. I think the article also mentioned problems matching people with reasonable pings, due to the way the filters worked (ie. designed more for the single-user-as-host system). Don't quote me on that one, though.
