slaughter keeps exiting to desktop every time the map loads so i can't play it, but all the other mods worked fine. anyone know how to fix this?

Are you trying to play it in single player? It doesn't support bots so that will cause a crash to desktop. If you're creating a local server and it's crashing, then I'm not really sure. Your best bet is to delete the slaughter folder from your mods folder and try installing again.

I made a mini-mod that's similiar to most of those in the article and it runs on the 1.3 patch...

It's fun with a lot of people, I've heard it can be unstable with bots, but I haven't had a problem

(There are no Online Servers running this, fun on a LAN though)

Infinite Tank rounds
Attack Helos have 14 rockets per load and fire full-auto / 10 reloads / infinite ammo for gunner weapons

C4 can be thrown FAR / only 1 C4 is thrown then auto-switched to detonator
Semi-Auto Sniper Rifles / rounds have dissorienting effect to nearby enemies

Shotgun rounds have Teargas on impact of each pellet in the shell
Support guns have infinite ammo, never overheat and fire 3 bullets per shot
Anti-Tank Rockets fire 5 rockets per clip with infinite clips
Infinite Medpacks (only 5 stay) thrown fast and far and absorbed from far
Nations at War Smoke Grenades (blue clouds)
Hand Grenades thrown FAR and stick to everything but people
Pistols fire 1 round then reload with infinite clips / rounds have grenade launcher explosions on impact of the pistol bullets

Run a little faster, Jump HIGH
Can cut the parachute and open reserve chutes (can be lethal at bad angles)

For those still interested in Total Retardation 2: Don't lose hope in it yet. Even though there has been virtually no news about it (hell, our site is even gone now), the mod is/was still being worked on. New things added include, but are not limited to (this is off the top of my head):

A giant drivable zeppelin balloon (Seriously, it's as big as the aircraft carrier)
Anvil artillery drops
A giant shoe to hop around in.
Bill Cosby/Fractal Smoke grenades
I'll see if I can get ahold of the creator(s), but I don't think they've been working on it for a while because of stuff going on in their personal lives.
