Did you read the thread at all? He was asking if it's possible to teamkill with the shock paddles.

Your teamkill was probably, and most likely, from a previous incident that you were unaware of. :P

That's a good question, I've tried it on several servers with a couple friends when the game first came out, after I realized I could kill enemies with them, and I couldn't kill any teammates.

I have tried to kill my teammates (just friends, unranked of course) with the paddles but it never works, so I'm gonna say no.
