I am just going out on a limb here, so don't take my word for it, but I am assuming it is similar to the lod settings for models. The further you are away from a model, the more polys drop off from it, it is supposed to help with rendering performance.
I am assuming, that this is kind of the same thing that is happening with the terrain. You can see alot of polys from a long ways away, and maybe at a certain point it starts to drop the detail from some of the terrain geometry from a long distance to make it less polys that are being rendered on your system.
