They tell you what you can unlock in Vanilla and what you can unlock with SF.

Yes, the Euro's got some of the SF unlocks as a 1st tier weapon .. I dont know why and I dont necessarily agree.. but it's how it is and woo hoo go Euro. So if you dont have SF and want to use the L9 .. you better go find a Euro server :)

There are no third tier unlocks.

Some people seem to have started calling the standard weapons 1st tier weapons which would make the "SF unlocks" 3rd tier weapons. Very confusing for newbies.

Everyone, the generally used terms for the unlocks are "1st tier unlocks" for the original unlocks from vanilla BF2 and "2nd tier unlocks" for the unlocks that require you to play the SF xpack to get them. (The actual tier 2 unlock weapons were added in the 1.12 and 1.2 patches but can't be unlocked without playing the xpack).
