I dont see your point, i certainly think some things about this guys stats are 'interesting' but that quote is hardly something id like to see you using as a reason to report him.
I could get bored and make use of dictionary.com but essentially that sentance does not imply it was a deliberate organised infantry only session. I would hate to think that rules would be seen to be applied in such a moronic manor, the game does allow for infantry only battles to occur naturally, without changing the game so you spawn into vehicles it is wrong to imply that you risk being reported because no one on your team gets into a vehicle or that you should leave a server for that reason. I dont see how you can suggest that an individual deserves to be penalised because others on the server failed to use vehicles all of the time- by 'no one was really using...' the implication is that vehicles were used at some moments, yet picking this out does only suggest that in your view vehicle must be in use 100% of the time, which is unrealistic on underpopulated servers.
In the smaller games vehicles are not that effective at getting kills as they are on fully populated servers and particularly on Sharqi since it is possible to be out of site of the tanks a lot of the time, also the helicopter is useless on that map if you dont have a gunner which can also be a problem to find since the mec copter spawn is in the middle of nowhere. I find it alot easier to play that map on foot however full the server is, it is a long way from even being a vehicle based map.
Not saying this individual is innocent or doesnt warrent scrutiny but the number of other things you could put forward as a reason that would have been fair enough to me, but suggesting that particular quote does seem to be both petty and short sighted.
