Why do wheels not get punctured ?

Wheels DO get punctured. They just dont go flat. Eg...walk up to an apc and stick the tires with a knife. Listen to what happens. PHHHSSSSHHHHH.

You can also muck up the treads on a tank with a well placed AT rocket which will cause it to start sparking. Not sure if anyone has ever noticed this...
