I figured you pretty much got those rules from Dead Meat. Unfortunately/fortunately they are usually full. Unfortunately because I usually end up refreshing every 10 sec for a few minutes until a spot opens up. Fortunately because it's more fun to play on a full server.
They also have VoIP and Teamspeak although I don't use TS. Well-admined too.

It doesn't seem to save them on Dead Meat when it flips. I sometimes see the same squad reformed but the SL may have just done it before I got back into the squad screen.

      1) Let idle players auto remove!!
      2) Set server to auto kick TK players.
      3) Disable any votes, also because of the vote bug
      4) Disable punish, saves a lot of agression on the server(bad language etc)
      5) RAISE gamestart delay(50-55 sec) so people, with less good pc,
have a opportunity to take off in a plane etc etc.
      6) Do not overmanage the server with to manny rules, for example
      NO BASECAMPING
basecamping in BF2 cant be a problem because you can work in teams with voip so its easy to take out the basecamper.
      7) Running 2 rounds?
Let the teams switch sides, some maps are unbalanced.

Well so far my wish list :)
I like these rules. I only join servers with no auto switch so my friends and I can join on same team.

I also agree with lack of rule setting.
