i got a bfg gefore 7800 GTX... um maybe it depends on the monitor size and on the resolution that you set for the game?
I got a 6800Ultra and I run 1280x1024, all to max on a 19" lcd.
I just went to test it and no, there is no such thing for me.
I can sometimes see the skydome limits and the punish line in the water, but no dots, sorry.
You (ALL OF YOU who see it) are probably suffering of a beginning glaucoma.
Actually that dot is the center point of the sky geometry and has nothing to do with hardware at all. I'm not sure if it's visible at all res's though.
BUT... as I see it its usually next to buildings or other fixed stuff thats "high"... couldnt it be some map texture placement thingy reflected in the "sky"...

I think its not limited to the centre of the sky. Im pretty sure ive seen similar dots at random locations on the skydome texture. They disapear as soon as you move. The one in the centre of the sky is the only one thats fixed.
Think its just a minor fault in the way the game renders the sky.
Never seen it on my nvidia - then again - I am running all low graphics.
Have you tried bumping your graphics down or turning some of the options off to see if it goes away? If you are really that annoyed with it then you might want to drop your rez.
