War College Ribbon Question

i am slightly confused at this website: http://ubar.bf2s.com/ribbons.php the requirements are the following:

Commander Score of 45 in 1 Round
IAR: 45 Commander Points (before 2x)
Global: 50h Total time as commander
Global: 3 win:loss ratio

But here at http://www.totalbf2.com/strategy/ribbons/ the requirements are the following:

Commander Score of 45 in 1 Round
· 50 Global Hours as Commander
· Global Kill to Death Ratio Must be Greater than 3


So which is the match win/loss ratio or is the K/D ratio suppose to be greater than 3.

I see some seriously high kills to deaths on players with the WCR... either they are hotshots or play constantly against noobs.

lucky newbs :P I had 1,300 losses before I even considered the WCR, hence the reason my w/l ratio isn't quite 3:1 yet ;/

haha veng :p see.. i knew it'd be hard to get 3:1 ratio when you have had like over 4K rounds, that's why i made it early =D
