actually no. even if you quit early you will still get a loss if the team you were on loses.
It took me around 10 weeks to get it, and that was starting with under 200 losses. I posted about it in the bf2-tips section.
bascially you want to carefully choose your server and team. you'll get to know which servers are better to play on. if you join a server most likely the game is already under way so dont spawn yet (make sure that 'auto-ready' button on the load screen is turned off) take a minute to see how each team is playing, then decide which team you want to play on. most likely some sort of auto-balancing is on (even if auto-balance is off they are probably running bf2cc server tool) so you only get once chance to switch at the beginning. if you decide you want to be on the other team then switch teams and quickly hit the 'insert' key to form a squad so you dont get switched. If the round is just starting, form a squad and then apply for commander so you dont get switched.
you need 50hrs of command so most likely you'll be commanding a ton while working towards this ribbon. also use that command time to build up hours on player classes you dont normally play, so you can get your 15hrs in on each class to get veteran status. :)
