It's not 3:1 ratio as a commander - it is an overall win/loss ratio.

Besides - quitting right before the round ends, still registers a loss for you.

You ratio is determined by Wins/Losses = ratio
3 wins for every 1 loss is a 3 to 1 ratio.

To determine how many more wins you need - do the following:
Take a look at your wins and losses in your stats.
(using mine as an example: 532 / 349 (1.52) - wins / losses (ratio) - from www.bf2s.com since I don't have game loaded to look at BFHQ)

Take # of losses and multiply them by 3.
349 * 3 = 1047

Then subtract the number of wins you already have.
1047 - 532 = 515

That number is how many more wins you need to get (without losing) in order to get the ribbon.
so I need 515 wins with no losses

Think about it this way - every time you lose a round - you need to win 3 more in order to make up for it.

I have a habit of joining a team when they have 10 points left and one flag

if you dont spawn, you wont get the loss.

Actually its just 34 minutes in a server after 50 hours and 3 to 1 win ratio...
