TOCA Race Driver 2 is good! You'd probably get it at a budget price.
I'd buy both if i were you, Then by the time you've played TOCA 2 and NFS Most Wanted to death it'll be just in time for the release of TOCA Race Driver 3 in Feb 2006.

I've heard GT Legends is good as well

GT Legend is probably the same type of game play than GTR FIA (both from SIMBIN). You will need 10, 000 hours of practice on one track to be able to get a good race time. Those are real Simulation, no forgiveness at all. One little mistake means you go on the field. The computer opponents are super dumb, they bang you at 100mph and you go in the field while they keep going like nothig hapened.

I got GTR, but didn't have the time to get good at it, you need a lot of time in your hands. Their is no no support from SIMBIN neither.
