It seems server admins are more concerned with silly curse words than with something more important like high ping. I just left a server because it has two or three people on there with pings in the 200 and 300 range. It was causing the game to pause so much it was unplayable. BUT, they had a server message that no cursing was allowed!
I think that is a myth. High ping should cause lag on their end not yours, maybe both. It sets up an easy kill, so you should encourage more people to have 200+ ping rates.
It is not a myth people.... People with High Pings are dealying information being recieved and sent on the server hence causing it to lag for everyone.... This also relates to why the enviroments are not 100% destructable...since the server has to process everyones data and then send it back to them and then on to everyone else...
The server could be lagging because of a number of other reasons.
Yeah if the game is lagging for you it because your connection sucks, you are an idiot and can't work out where a server is located, the server hardware is overloaded, the server doesn't have enough bandwidth or your computeris to **** to play the game on the settings you have it on.
Apparently it really depends on the game engine whether or not a player’s high ping affects your game.

Its a huge myth, and I'm so tired of hearing "kick the hpb" etc.. in servers, not in just this game, but any fps / etc...
Technically speaking, someone on cable is running at a much higher netspeed than someone on a weaker connection (dialup, isdn, etc), and is actually taxing the server more than the dial-up user, who has a small amount of bandwidth to move packets back & forth. No, this doenst mean that the people with good connections 'lag' a server, but neither do the hpb's.
A high ping = really 1-2 things... 1. he's hard to hit and will usually warp due to packet loss. 2. he has a hard time hitting you do to the same packet loss.
A server is 'lagging' from one of many other factors... CPU being overloaded, other games on the box loading, connection issues through their provider, etc
The basic idea that someone can roll into a server handling 32-64 connections, and his 250ms ping will suddenly "lag" a dual xenon server is plain idiocy. Do a quick google search and you'll find countless articles on this subject.
I have np with something like bf2cc set to kick @ 200 / 250 etc... heck, they should be playing on their own continent :) But crying over 1-2 guys in a server due to 'lag' is as waste of time...

And that's the reason I support kicking them. Lagging the server is BS, as you pointed out, but having someone stutter across your screen is just a bitch. While I'm shooting right at where they appear to be and not hitting anything, their teammates with a decent ping are sneaking up behind me for an easy kill.
I usually play on U.S. servers with a ping of 180-250 (Playing from Korea) and I have never experienced these "warp" that was caused by me and a few others. Everytime such event has happened was when everyone had insane pings implying it was the server's fault.
