If you read the post by that guy up the top, you'd by now have realised that the guy in that screenshot is a beta tester for EA's 1.3 patch, which could mean he's an EA or Dice employee, which means he can set his rank to whatever he wants it to be.

Yeah he was on the testing server. So he probably has rights. Also why are you telling us he is "Cheeting" this isn't EA's Boards.

Guys......... I was playing in that server today, he works for EA and is a patch tester and stuff. Hes not cheating.
