I could be wrong, but I think they're putting a LOT less into improving their military than you think. Especially with a poulation as big as theirs. And its not just technology making a difference. The biggest assets to a military force are training and logistics.
i'm afraid you are wrong - currently China has THE largest military budget - the funny thing is since all of its logistical agencies are government controlled it is almost impossible to get the figure out of them. From talking to friends workin in steel over there it must be alot more than what we are all led to believe.
I think the kill to death ratios from WW2 (10-1 agaisnt the Japanese), Korea and Vietnam can give us an accurate picture of China's abilities

also back in those periods china was severely outclassed in technology... and if you then want to go on tenacity - the chinese despite their casualties - pushed back japan with very little help, pushed back the americans to the 38th parrallel, and in vietnam... well that is certainly not a good example... china supplied not engaged - and even then you were bitterly defeated there (lets not fool ourselves). imagine china on equal terms technologically...
in short i will leave you with this - the last time america had this attitude of being untouchable militarily it was shown up by a country that had only come out of the fuedal system 30yrs earlier... the funny thing is you guys aren't going to understand until it happens again.
