an easy fix would be to lengthen the time the between the crash and when jets and helis spawn. that way the "pilot" will ...
1. sit there and wait for the jet giving others a chance to wait with him, and lower his score as hes spending more time waiting then flying.
2. he'll run off in favor of killing people on the ground over waiting, allowing the next random person a chance to jump in the jet.
or
create maps with 2 or more runways per one jet. the jet randomly spawns between them. this gives the last pilot a 50% chance to get the jet again.
I think an even simpler solution would be to SHORTEN the heli/jet spawn time. In Clean sweep this is already in practice. If u crash your supercobra, by the time you spawn at the heli-pad, someone has already taken it.
