Many people, including myself, get angered when they're wrongfully punished for claymores, mines, or idiots behind their vehicle. But if you think about it, you've probably been one of the punishers as well. It's usually not anything malicious in the punishes, just unawareness. For example, if you've been victim to an errant grenade or a claymore in the middle of a hill, you instinctively look in the top left corner to see how you died. The only thing you see is "Clumsy[teamkills]dashizller91". That leaves you thinking that it was a purposeful teamkill. The solution to this would be to delay the "choice" of punish or forgive for a few seconds so the "killed" can think about what happened. Also, in the top left corner, it should read "clumsy[tk:claymore]dashizller91" so people know what exactly happened. Most players in BF2 know that being sniper and using claymores is a serious risk to your teamwork score, so people would read that message and, if they're not malicious or sadistic, forgive. Although there are many not so kind people out there, this would greatly reduce the wrongful punishings.
