does changing the latency for these componants also over/under volt them?
im guessing its just the southbridge it has effect on...

i dont think it has any affect on the volts m8 ... changing the latency is basically changing the ammount of cycles through the CPU the specified component can take to do its job .... More cycles = long delays and hogging of the cpu ... Less cycles frees up the cpu allowing other components to use it aswell!!

If you wanna tweak the volts then consider looking at your bios m8!!
